Maybe the Official badge of the Belgian delegates at the 50 years jubilee Congress of the UCI in Paris in 1950, but as in the same year the Cycling World Championships were held in Morslede, Belgium it could be that they had a congress there...Ferdy Kübler finished 3rd in that race.
